If you are talking about entrance to a PhD program in a US graduate
school-- you could be awarded a fellowship or graduate assistantship
if you are in the top 5 - 10 percent of your peer group, and your
research area is in the sciences, math, engineering, or social
sciences. Other Graduate level disciplines are usually not well
funded, even for US based applicants. You would also need outstanding
GRE scores, a high TOEFL score, and outstanding letters of
recommendation from well known academics in your home university.
If you are looking for an undergraduate scholarship--these are
profoundly rare. Check with religious or cultural organizations. Also,
some US undergrad schools have private donors who sponsor
scholarships... the one I found on the web most easily was that of
Wesleyan University- an excellent school located in the state of
Connecticut in the Northeastern USA.

the Google search engine. It is important to note that reputable
scholarship opportunities will not charge the applicant more than a
reasonable application fee e.g. not more than $100-- and in many
cases may waive or defer the application fee if asked.
