Who owns the right to government conducted and managed exams: examples
- driving license in each state, citizenship exam conducted by federal
government, for that matter, state education exam like MCAS
(Massachusetts Comprehensive Assessment System)?

Can I put these tests (current or past tests) available in public
domain, on a state or federal website or other places, on my website?
Can I resell them as is directly, or along with some value add
function as part of a package?

If I have to get the permission, where do I get the permission? If I
have to pay the money to reprint, republish or resell what?s the
typical deal structure?

Federal publications are public domain.  State publications belong to
that state, but I feel free to use N.Y. pubs as I see fit, since my
taxes pay for them.
