Can anyone tell me what the UK (London) guidelines that govern the
acceptable hours of building work particularly regarding noise and its
effects on neighbours. (we have neighbours working on bank holidays
after 7pm and I need to know if this is allowable)

I found this site very informative. It gives you the noise abatement
regulations for construction in the UK:

However, it seems your question is aimed more at limitation for the
benifit of the public rather than construction employees.

In this case you will be bound by the noise abatement act 1960, and
the noise act 1996.

Building noise guidlines are imposed by local councils under the
Control of Pollution Act, 1974, particularly sections 60 & 61.

In residential areas they most commonly seem to be normal working hours, i.e.;
Monday to Friday: 8am to 6pm 
Saturday: 8am to 1pm 
Sunday and bank holidays: nil

e.g. Bromley:

"Where residential dwellings are likely to be affected by noise, the
hours of noisy works must be restricted to:-
Monday to Friday: 8am to 6pm 
Saturday: 8am to 1pm

arriving at and leaving the site comply with the stated hours of
work."
