"Caliph" was the villen, the male hero started as the leader of a US
'Delta' like force that stormed a terrorist captured plane without
permission and he was forced to resign. He meets a eurpean woman who
is running her dead husbands business empire, and she is secretly an
mosad (Isreal) agent. Together they battle caliph

I believe that the book you have in mind is Wild Justice which was 
also released as "The Delta Decision"  by Wilbur Smith. This book was
published in the United States with the name "The Delta Decision" in
1979. "Wild Justice" was the name used for the British edition.
