I recently opened a computer repair shop and I wanted to find out
where can I get in-store promotional computer posters (Dell, Apple,
and Microsoft) to display in my store? If I could I would like to get
it for free or at low cost.

Your best bet is going to be conferences and conventions for Apple and Microsoft.

In addition to the very good idea of attending conventions and trade
shows to pick up these sorts of promotional items, it occurs to me
that companies usually make these sorts of promotional items available
through their sales force. So if you're doing any business with Apple,
Microsoft, Dell--even if through a wholesaler, distributor, authorized
resller, etc.--you might be able to inquire with your supplier to see
what promo items they might be able to supply.

They might be particular about whether you are an 'authorized'
repair/dealer as well as having an Apple poster in you window, for
instance, may lead potential clients to believe your are 'authorized'
when perhaps you are not?  Think about your clients before putting up
any old poster and what message it may send.

to use as expressly permitted under these Guidelines, no other rights

Authorized Use of Apple Trademarks 
1. Advertising, Promotional, and Sales Materials: Only Apple and its
authorized resellers and licensees may use the Apple Logo in
advertising, promotional, and sales materials. Apple Authorized
Resellers may use the Apple Logo only as specified in their reseller
agreement and the Apple Corporate Identity Guidelines for Resellers
and such use must always be in conjunction with the appropriate terms
that define the relationship authorized by their contract with Apple.

The need of a license to some-degree is no doubt the same for Dell and
Microsoft; although there?s a contact email for apple in the text
which was appletm@apple.com..
