I live in the tropics which is humid. When I sweat the keloid on my
chest gets very itchy. Are there any silicone sheets which are thin
and breathable(unlike cica care) which is suitable for my use 24 hours

A tailored search returned only one result for a
product that meets your requirements. The search
is outlined at the end of this answer.

The Burn Foundation has a segment of their site for
Burn Survivors online which includes a Product Review
section in which products have been tested by actual
home users and rated. They note:

"Burn Survivors Online in no way endorses the products
listed for review. These reviews are based on actual
home use by Burn Survivors and not clinical testing.
 - The reviews found here are not paid advertisements"

They found:

"Silon Self Adhesive Scar Patches can help reduce
hypertrophic and keloid scars if used on a daily
basis (23/7) by gradually softening the scar tissue
 using silicon.

 Features:

 - Self-Adhesive
 - Comfortable
 - Thin and Pliable
 - BREATHABLE" [emphasis added]

The product I believe you'd want is Silon-SES:

"Strength and Durability, Softness and Adhesion, Combined
 in a Thin Elastic Sheet

The use of silicone for the management of keloids and
hypertrophic scars has been well documented. The problems
and limitations of conventional products are also well
known. Unlike ?gel? materials, however, Silon Silicone
Elastomer Sheeting is tough enough to last for up to
several months ? thereby avoiding frequent and costly
repurchases. But even though it?s strong, there?s no
sacrifice of softness and comfort with Silon-SES."
