who deliver Champagne, at door/address, have their own website/s and
accept online orders, and payment. Need  answer in 24 hours or so.

In fact you may want to start with the Wine Search site- they have a search engine.
http://www.wine-searcher.com/wine-select.lml  You can enter the type
of wine (Champagne-vintage or Non Vintage) and the country you need--
and it provides a long list of merchants and their details.

If this is a one time surprise for someone, and you have access to one
of the international concierge services such as Amex's Platinum card-
they can handle it too. (Or do a search on
International+concierge+services).  I'm new to this comments thing--so
hope I haven't overstepped my bounds.
