I have a three piece tea set with a mark on the base of C E N. The
mark is like a three leaf clover with the C being in the upper left
lobe, the E being on the right lobe and the N being in the lower
lobe. I'm wondering if it is English and might be coin silver. The
number 1080 appears below the manufactuer's mark.

I suspect that it stands for 'Cupro Nickel Silver' or some such.

In other words silver plate
