Let's take a hypothetical business named "Bob's Bakery" run by Bob
Smith, the baker.

Bob has been running his business for 3 years already.  He has
recently found out that there is actually at least already one Bob's
Bakery somewhere else in California, though not in his city.

1.  Does he need to file a DBA? His business is using his name, though
not his last name.
2.  Can he file a DBA in his city, since there's no Bob's Bakery filed
there, even though there is at least one other somewhere in the state?

Bob was looking in to turning his sole proprietership into an S
Corporation.  He noticed that California indicates a Bob's Bakery has
already been incorporated by somebody else, though it indicates
"suspended" from more than 2 years ago.

3. Can Bob incorporate Bob's Bakery?  Does the suspended status on the
previous Bob's Bakery mean it's now available? Or is the name used up
for X number of years?
