Where/when was William Riley Matthews born? 17XX in Virginia or West Virginia?

According to the RootsWeb WorldConnect genealogy database[1], William
Riley Matthews was born on 28 December 1797 in Western Virginia. Since
the state West Virginia did not exist before 1863, this would indeed
mean the western part of what was then Virginia. However, no exact
birthplace is mentioned neither in that database nor in other sources.
