tournaments are legal and details for each country

A good place to start your research would be The 2005 Casual Games
White Paper published by the International Game Developers Association
in which they indicated "Skill Game tournaments are currently legal in
22 countries".

Would giving a sample terms & conditions document that applies to all
the countries where skill game tournaments are legal be sufficient
"details for each country", and enough information to answer this
question along with a list of the permitted countries?

I am sure the legal definitions will have some minor variations from
one country to the other... If you provide a sample that applies to
all of them be sure to include for each country a source (code,
rule...) that confirms the terms and conditions you indicated.

A paragraph with language that determines the legality of "game of
skill tournaments" for each country also providing the source would be
accepted.
