I would like to have my brother become an officiant and marry my
Faince and I  in Lake Tahoe.  I am getting married in Olympic Valley,
California in June. What is the easiest way for us to accomplish this
and is there an online application.  Also if he needs to be sworn in
can he do that in NY?
