The term "omnibus appropriations bill" plainly labels a bill
containing appropriations for disparate purposes, but appropriations
bills not so labeled also routinely contain appropriations for
recipients not associated with the bill's putative purpose and are
often, therefore, referred to as "pork."

When in American political history were bill riders or earmarks first
introduced in the federal legislative process? Are such
riders/earmarks unique to appropriations bills, or can they also exist
in authorization bills?
