I have found variations of this phrase on three different forums which
credit it to a 2001 film.
Will a links to these forums answer your question even though the
exact phrase is not confirmed by a reliable source?

Dear kimikae-ga,

I have found variations of this phrase on forums which credited to
Sidewalks of New York - 2001. However, an earlier reference is from a
book by Bill Maher in which the phrase appears as a chapter heading.
(My asterisks in each of the quotes)

Publisher: Simon & Schuster (June 6, 2000)

These are two forums which attribute it to Sidewalks of New York.

I do not know the movie it was used in, however, Rod Stewart issued
the quote in a Playboy 20 questions interview when asked about
breaking up with Brit Eckland.

This phrase was fairly common as graffiti in the 1980s.
