I vaguely remember a design element on Suck.com way back
in the late 1990's that had a luminescent or glowing appearance to
it. It stuck in my mind because I hadn't seen something
like that before. 

It was a standard web illustration, but the edges of the illustration
glowed around the edges.

Can anyone find this web icon for me?

I've got one right now that tells me my printer is ready and waiting.
It's got a band of neon lime green around it, looks like it's glowing,
is that what you mean?
