We want to start a website promoting vacation rentals and connecting
local homeowners with visitors looking to rent vacation homes.

What actions on our part would determine that we have crossed over to
a business that requires us to be a licensed Property Manager?  Is
there certain actions that we can/cannot do without a Property
Management license?

Do you have a particular state or states in mind? Licensure issues
differ by state and in the area of real estate operations the
differences can be significant.
