Who should a person contact if a car is advertised as getting
22/30mpg, but owner documentation proves it only gets 18/24mpg?

The gas mileage that is advertised is measured under optimum
conditions that may exist only in a laboratory. I doubt that any car
can be expected to live up to the advertised figures. Hence the
well-known phrase, "your mileage may vary."
