A large scale desalination plant is pending approval in Huntington
Beach, CA. It is supposed to be built by Poseidon Resources. A
recent Orange County Register article says that a large number of
permits will be required, perhaps 24. The source article is at
http://www.ocregister.com/ocregister/homepage/abox/article_937832.php
. My question is, what exactly are the permits which are required? A
good answer will list all 24. An acceptable answer will list at least
20.

There is no answer at this time.

It looks like this is a huge and contentious project. Check out the
City of Huntington Beach website giving the progress report on the
current status of various elements of the project. If you're in the
neighborhood, you might want to go to the meeting scheduled for
tonight.
