How do I enable Korean language support for my Dell Axim X50v PDA?
Specifically, I'm searching for the ability to input Korean
characters, either by handwriting or with a virtual keyboard. Of
course I should then be able to view and edit Korean characters in all
programs as needed.

Such language support should be free but my research has failed to
yield anything other than commercial programs which usually begin
around $20. I still hold out hope for a free download (because this
kind of support IS free in Windows) but, if none are available, I am
willing to pay up to $20 if the program comes from a reliable source
and doesn't demand too many resources. I want something simple,
light, and reliable. I do not want/need a bilingual dictionary.

This site (http://www.diotek.co.kr/english/product/product_handwriting.asp)
is the closest I've been able to get to finding something that might
meet my needs but I haven't found any reason to trust the company that
distributes it, I can't determine the price, and I'm suspicious that
any support for the product may be in Korean and my Korean is limited.

My Dell Axim is running Windows Mobile 2003 SE. My first language is English.

I also use Dell Axim x50v. I installed DioPen at Diotek just the same
site you mentioned and found no problem with reading and input Korean.
Diotek provides English support by e-mail, which is effective but not
fluent. You can download the trial version at
http://www.diotek.co.kr/eng/download/download_diopen_wm.asp before you
can decide to buy.
