I have a new service that I want to market to websites, in particular
business websites, and focused on smaller business, but not to
personal websites and other non-business related websites.

To be specific any business website that wants to advertise and
attract people to their site. For instance the thousands of people who
operate business websites on Yahoo and eBay.

What I am looking for is a way to directly reach these sites, through
mail and email.

I am looking for a service that can send my offer to these types of
sites, or that sells mailing/email lists, or sites on the web that can
be of assistance, or all of these or ideas that you may have.

I would particularly like to focus on web sites that college students
would be interested in.

Reading the comment posted and then re-reading my initial question, it
seems I was not very clear. Here is a clarification:

I want to market a new service to websites.

The types of websites I want to market to are:

1.  Small business sites, of the type, and including, Yahoo Stores and eBay Stores.
2.  Websites whose target audience is college students ? types of
sites include, but not limited to, small business, services,
publishing, and cultural.

I have checked a number of mailing list sites and I am unable to find
a service that can provide me mailing lists of this targeted type.

I am looking for a way to reach this target audience to present my new service.

Since The Mountain Won't Come To Mohamed...  

I don't mean to sound flippant, but you should GO to websites related
to your audience, see where they spend their time and find ways to
place your ads there.

You ARE ahead of the game by narrowing down WHO your audience is, to
some extent.  But just saying "college students" is not enough.  Since
you also say you want to focus on small business websites, I presume
you mean college students working toward a BA or Comp Sci degree?  Or
Comp Engineering?  Maybe all of those.

Next, go to the websites of the schools (most have them) that feature
good programs in those areas (to find this info, go to
collegeboard.com, which lists all colleges available and offers
searches by such things as those offering preferred courses in certain
fields.  If the college sites don't offer advertising, they may give
you alternate ways to advertise-- on forums and BBs on their site,
which students often visit.

Anyway, that's my suggestion.  

Please bear in mind that these are comments, offered for free, by an
experienced marketer and not a part of the service you're paying for.
