Hello Google,
I understand that a regulation has recently been passed in Los Angeles
City or County banning commercial disposers for use in restaurants and
other food
service operations. Where can I find more information on this ban?

While I have some hesitation to answer your question because of
alienintelligence's comment, I feel pretty sure I've found the
ordinance you're looking for.

The City Council adopted the Fats, Oil, and Grease (FOG) Control
Ordinance on June 19, 2001, as an amendment to Section 64.30 of the
Los Angeles Municipal Code.  The ordinance was approved by the Mayor
and became effective on August 5, 2001.

The FOG Ordinance provides, in relevant part, that "[t]he use of
garbage grinder [sic] to discharge food wastes from commercial
kitchens, markets, or food plants to the [Publicly Owned Treatment
Works] is prohibited unless expressly allowed by the Director" of the
Bureau of Sanitation and unless it meets certain grind fineness
requirements.  Section 64.30(B)(2)(e).

The Director of the Bureau of Sanitation has expressly allowed the use
of garbage grinders in food service establishments, in a policy issued
on February 1, 2002.  (I have found only the cover letter relating to
this policy.  I would suggest that you contact the number given at the
end of the letter, if you want to get a copy of the policy itself and
to make sure that it is still in force.  Or, if you wish, I can do
that next week.)

I have searched on the Los Angeles County web site (
http://www.co.la.ca.us/ ), particularly the Department of Public Works
( http://ladpw.org ), and did not find a similar regulation.  So I
believe I've found the regulation you asked about.

What kind of disposers? The kind that
grind and chop waste and flush thru the
sewage line? Or the incinerator type?
