To submit your site to Google, go to ://www.google.com/addurl.html
and enter the URL of the home page in the URL box together with a
brief description of the content of your site in the Comments box.
Alternatively, you might prefer to submit your site to dmoz, the Open
Directory Project. URLs submitted through this site are included into
Google's database, as well as those of other resources. A full list
of search engines and other resources which use dmoz data is available
at http://dmoz.org/Computers/Internet/Searching/Directories/Open_Directory_Project/Sites_Using_ODP_Data/full-index.html
Submission to dmoz is at http://dmoz.org/add.html
However, please note that dmoz itself is a directory not a search
engine, and not all sites submitted are selected for inclusion.
You might also wish to submit your site to some other search engines
and directories, for example:
Fast Search http://www.alltheweb.com/add_url.php
Alta Vista http://addurl.altavista.com/sites/gben/submit/basicsubmit
On Yahoo, you need to select a category first. For information about
submitting to Yahoo, go to http://help.yahoo.com/help/us/url/
You can, if you wish, also use the following sites to submit your site
for free to a number of search engines at once, including Google,
although some people believe it is better to make individual
submissions to each engine:

In this answer, I have only mentioned search engines which accept
submissions for free. There are also some which will include your
site for a payment, and some of the free ones offer an enhanced
service if you pay.
