I am sorry for the wrong framing of question. It should be:
1. What is the Market type for Certificate Authorities? Is it
Monopolistic, Oligopolistic or what type of market and how do you
justify that.
2. What are the issues faced by newly immerging CA's keeping in mind
the competitive environment.

Thank you.

In my opinion, any organisation can form a CA for their own user
community. It is simply a trusted source that assures public keys are
genuine and currently valid (not revoked). I would expect large
companies to be the main source of emmergent CA's as they approach the
issue of e-document authorisation.
