is it legal and acceptable for mortgage companies, as opposed to
banks, to issue irrevacable letters of credit to companies ?

I would think so. It also depends on what the letter of credit is being used for.
Go to www.letter-of-credit.net, the site explains the various uses for
letters of credit.
