Looking for the best places in the USA or Canada to open 100 to 150
seats outbound telemarketing/telesales call center for selling
Internet services.
Please provide recomendation based on in-depth research of the
following criteria (arranged in order of importance).
1. stable and loyal work force (high unemployment rate contributes to it)
2. low wages (inexpensive homes and low living expenses contribute to it )
3. inexpensive commercial lease rates
4. decent education level and basic Internet knowledge(our business
requires basic level of understanding of Internet technology. Do not
send us to a farmers town or fishing village. No offense to those
noble proffessions.)
5. low state tax or no state tax.

Use economic development data, provided by many municipalities. 
Use information for the locations of other technology outbound
corporate call centers. Maybe they are where they are for a good
reason.
Remember that the criteria above are arranged in ORDER OF IMPORTANCE.

Please provide at least 5 cities and for each of your selections
provide(a) your reasons to select it;(b)the underlying results of your
research and (c) the sources of information.

Please make your own research and do not refer to other researches
like "Best place to..." by Fortune or Money Magazines or popular "best
places to..." web sites. Not interested in overseas or outsourced call
centers.

Do you mean we cannot use statistics made for example by government or
any independent entity that can answer one of the 5 criterias you
made?

Yes. You can use any reliable data you can find.

I have no real expertise at the question.  Here is my 2 bits.  Look at
Rexburg Idaho. It is a growing town. A University that just changed
from 2 year to 4 year. Collage students are very technical and with
the big Mormon influance they are reliable. One more town you might
look into is Logan Utah, but it already has 3 call centers, one more
might be to many. I believe both towns fit your criteria except for
the 5th one. I know little about the taxes in both states.

I have quite a bit of data about this question...is this still a need for you?

In this global economy and with the advancement of technology that is
happening, don't restrict your search to only one country.  There are
huge options available across the globe to set up a call center of
your type.  There are many such out bound call centers functioning in
Philippines, India and other Far Eastern Countries.

There are already existing experienced companies in these countries.
IBM, Microsoft, Dell etc., have their call centers in these countries
for customer support and there are numerous telemarketing companies
functioning out of these countries.

You can also start one on your own by directly investing as a Foreign
Investor.  The regulations are pretty simple and less cumbersome.  You
can incorporate an entity of your and operate from there.  You can
stay in USA and work out of any of these countries, thanks to
technology.

Based on the five criteria you have given [stable and loyal work
force, low wages, inexpensive commercial lease rates, decent education
level and basic Internet knowledge and no state tax], I recommend
India.
