Are there websites where I can recruit someone with a masters in
library science? Specifically that type of person. I dont want general
sites like Hotjobs/Monster/Careerbuilder.

In what area are you located?  (I presume the United States; but what
part?)  And what kind of work are you recruiting for?  There are some
sites devoted to library jobs based on geography and/or type of
librarianship.

Or do you just want general sites where you can submit a job ad for
people with MLS degrees?

By "general sites" I mean general MLS-related sites, not limited by

Yes that is what I want. Although even regional sites are better than nothing.

I'm not an offical Google researcher but - (if anyone out there is
listening, I'd like to be) the following should help.

Go to www.ala.org - the website of the American Library Association
Click on Education & Careers
Click on Library Employment Resources
Finally, find and click on Guide to Employment Resources.
  This documents works whether you are a job hunter or prospective employer
  
This guide was put together in Feb. 2004 and has links to specialized
library job lines and websites throughout the country.
Look especiallly for the list of State Library Agencies and select the
ones nearest you.  Look for University websites and joblines. 
Finally, take a look at the library association of your and nearby
states.

I think you will find a wealth of resources - beginning with this
employment guide.
