I'm not familiar with that particular *.dll (dynamic link library).
Without going into full detail about dll's, i will say they are a
technician's nuisance. As it is usually a tedious endeavor to find the
program associated with a paticular dll. Anyways, the easiest cure,
since i don't know what has been done to your computer lately, e.g.,
software installs, downloads, updates, or more usually software
removal, etc... is first when your computer boots and gets to desktop
screen try and whatch the lower right hand corner for the programs
that automatically start when windows runs, and see if you can match
the when the error message appears with the icon that appears and
either don't allow that program to run automatically or search the web
or software manf's web site for that particular file that is either
missing or corrupted. If you are unable to match up the only other
suggestion is to go a click the start button, click on run, type in
msconfig, and either click on selective start up and deselect start up
group items (or to some effect based on version of windows), or you
can go into startup tab and deselect each program one at a time and
reboot each time in order to determine which program it's associated
with. My suggestion is a two-fold cure: click start, run, type
msconfig, start up tab and deselect all programs except sys.tray and
any associated with symantec or norton if applicable; this will cure
your dll issue and you should find your system running more
