I need a wholesale source for seed packet envelopes. I don't want them
filled with seeds.  Just empty packets for my virgining seed business.
 Preferably made with recycled paper.

It would probably be easier and cheaper to just source an
appropriately sized envelope that would meet your needs.

Something like the "coin envelope" is available in multiple sizes on
www.actionenvelope.com.
