Can somebody tell me who owns this Wireless Network & contact details.
Can pick it up at home but would like to talk to owner about
accessing.  Physical Address: 00-0C-F1-11-83-F9       IP Address:
169.254.117.19    Subnet Mask: 255.255.0.0

At first glance, this sounds suspiciously like a network card in
Windows that has not received an IP address from DHCP... and
www.arin.net whois proves me right. :) To get the contact information,
I guess you could look at your driver's license :).

Yeah this address is handed out by Windows when DHCP is not assigning
an IP to you.  Nobody "owns" it.  If you get a 169.254.xx.xx address
it basically is telling you that you have no connection.

This address is assigned by Windows to itself when Windows was unable
to get a response from a DHCP server on your network. DHCP is the
protocol used by dialup and broadband connections to request an IP
address from your service provider.

Using the reverse IP lookup tool at www.arin.net, you receive the following:

http://ws.arin.net/cgi-bin/whois.pl?queryinput=169.254.117.19

   169.254.0.0/16 - This is the "link local" block.  It is allocated for
