PayPal has 86.6 million worldwide accounts in 2006.  How many United
States accounts did PayPal have in 2005 or 2006?  I will need links to
documents or to a reputable website that shows the exact amount.

Hi I don't know if this will interest you also seeing how you are
looking into stored value accounts.

NOCHEX.com is the UK version of paypal, and only works within the UK,
its the biggest competition that Paypal faces in the UK esp on ebay.

Like paypal it has removed its self from the adult sector. Unlike
paypal monies held in the accounts gain interest which is kept by
Nochex as windfall bonus.

Why I mention this is because Pay Pal can not do this under US law and
have to hold the funds in a non interest bearing account, if Paypal
were smart I figure they would buy Nochex out, move the banking to the
UK and make the fee they paid to buy Nochex with back in a matter of
months on through interest windfalls.
