I was able to locate several different umbrella stands, in different
styles and prices.
First I searched google.com for: umbrella stand on wheels
I found a dead link to Sedona products as Heltzer.com, I went back to
the root of the site, www.heltzer.com clicked the sedona link and
found the following stands.

There is only one umbrella stand on this site, it is a simple concrete
and steel stand with locking caster wheels. It would be easy to move,
and then once in place can be locked. If this is to your liking, there
is a list of distributors on this page at that same site.

Next I searched google.com for: umbrella base wheels
I found a site from the UK, Gourmet Associates.

This umbrella stand is actually a cantilever which rotates around the
center base, it has a long reaching arm and a sturdy base. The base
cover has wheels, and is sold separately. It is filled with water and
rolls easily on four wheels, however has no locking mechanism. However
as you can see in the images it would fit over the base of the
umbrella restricting it from rolling.
You didn't mention where you were from so I kept the UK link but also
checked for more under the same search.

Delschen Umbrella bases

This first page displays all of the Delschen brand umbrella bases that
roll, They are simple bases with wheels, they do not lock, however
they would need to be tilted as the wheels are only on one side. So
when they are flat they would no longer roll.
I looked a little further around the site, and noticed that the
fillable bases also have a few rolling variety.

These bases however are also of the "tilt to roll variety", I
continued looking through their site and also noticed under the
sculptured link there were several rolling stands with caster wheels
and a foot operated lock.

It is not made clear at this site, whether the sculptured bases fit
over the rolling base, or if it is a stand-alone base. I would imagine
it can be used without any problem without the sculptured top, however
the ability to add the sculptures as a cover would be nice.
I then went back to that same google.com search and found:

Most of these bases seem to be the "tilt to move style" that we have
already seen on other websites. I think you would be happier with one
of the caster roller style ones that I have found, and therefore spent
little time at this site.
