I am searching for a plastic circular (360 degrees) protractor. It
needs to be between 15in and 18in diameter. Can you help me locate
one, to make someones christmas happy. Thank you.

Large plastic protractors are used by teachers for drawing diagrams on
chalkboards and dry-wipe boards. You don't say where you are, but
check your local directories for Educational Equipment Suppliers, or
ask a local school where they get their supplies from or whether they
have any catalogues you could look at. You might also have a local
home-schooling group who might be able to assist.

There's a 12" 180degree protractor (Item no 24034) on this site, among others:

Hello Owain

My husband is a carpenter and a couple of his work colleagues have
large round protractors for their work. I believe these were used
before the CAD system took over. His colleagues have probably had them
for some years, but like most things the old way of working is
sometimes the best. The type of protractor he would like to find for
his work is a circular one between 15in and 18in diameter.It just
seems they are not made any more. Incidentally, I had no luck with the
local schools.

I've done a search of Axminster and Tooledup, two big UK tools
retailers sites, and can't find anything like what you are looking
for. I also had a look on Ebay.

You could try asking on the newsgroup news:uk.d-i-y if anyone knows
anyone selling carpenters' protractors.
