My truck(2005 Dodge Ram Quad Cab 4X4 Daytona Edition) comes equipped
with driving lights, located in the lower
portion of my front bumper. They easily provide sufficient
illumination for driving at night. Is it illegal to drive with my
headlights off, using only these driving lights and my parking lights,
based on Ohio traffic laws?

The only two documents I can find on an Ohio government
site are essentially the same PDF file, published by the
Ohio Department of Public Safety on the website 
www.drivertraining.ohio.gov which says:

"Headlights - Every motor vehicle, other than a motorcycle,
 must be quipped with at least two headlights in working
 order, one near each side of the front of the motor vehicle.
 Motorcycles shall be equipped with at least one and not more
 than two headlights in working order."

I would expect that this guideline makes the assumption
that anything sold as a headlight in this day and age 
meets certain minimum standards for illumination and
visibility at a distance. If your driving lights meet
or exceed the illumination provided by a standard 
headlight, I don't see where you could be faulted.

The Ohio Revised Code §4513.03 states:

"Every vehicle upon a street or highway within this state
 during the time from sunset to sunrise, and at any other
 time when there are unfavorable atmospheric conditions
 or when there is not sufficient natural light to render
 discernible persons, vehicles, and substantial objects on
 the highway at a distance of one thousand feet ahead, shall
 display lighted lights and illuminating devices as required
 by sections 4513.04 to 4513.37 of the Revised Code, for
 different classes of vehicles; except that every motorized
 bicycle shall display at such times lighted lights meeting
 the rules adopted by the director of public safety under
 section 4511.521 of the Revised Code. No motor vehicle,
 during such times, shall be operated upon a street or
 highway within this state using only parking lights as
 illumination."

Driving lights are not headlights.  Why would you want to substitute
using the driving lights for the headlights anyway?
