The title of "Prime Minister" exists only in modern Turkey and only
after 1921. Before that, during the Ottoman era, the equivalent
position was titled "Grand Vezir". Here is a list of the Grand Vezirs
of the Ottoman Era between 1914-1920:
12 Jun 1913 - 3 Feb 1917 Said Halim Pasha (b. 1863 - d. 1921)
4 Feb 1917 - 8 Oct 1918 Mehmed Talat Pasha (b. 1874 - d. 1921)
14 Oct 1918 - 8 Nov 1918 Ahmed Izzet Pasha (b. 1864 - d. 1937)
11 Nov 1918 - 10 Mar 1919 Ahmed Tevfik Pasha (2nd time) (s.a.)
10 Mar 1919 - 4 Oct 1919 Damad Adil Ferid Pasha (1st time) (b. 1854 - d. 1923)
6 Oct 1919 - 2 Mar 1920 Ali Riza Pasha (b. 1859 - d. 1932)
8 Mar 1920 - 2 Apr 1920 Salih Pasha (b. 1864 - d. 1939)
5 Apr 1920 - 18 Oct 1920 Damad Adil Ferid Pasha (2nd time) (s.a.)
21 Oct 1920 - 17 Nov 1922 Ahmed Tevfik Pasha (3rd time) (s.a.)

The site World Statesmen also notes, that between 1913 and 1918, there
had been a military dictatorship de-facto. Therefore, the names of the
Grand Vezirs carry less importance.
