Where can I find a chart of ascii-like characters which includes
hearts and smiley faces which shows the character and the keystrokes
to reproduce the character?

I believe I can direct you to what you need. Below is a link to a page
that lists symbols that can be produced with the use of the "Alt" key.
The ones you mention (heart and smiley) are among the "Unicode"
characters in Section Two, near the bottom of the page:

The symbols are produced by holding down the Alt key, typing the
appropriate number on your numeric keypad, and then releasing the Alt
key. To make a heart, for instance, you would press and hold the Alt
key while typing the numeral 3 on your numeric keypad (be sure you use
the numeric keypad, not the number 3 that appears above your letter
keys). As soon as you release the Alt key, the heart should appear: ?

Here is another chart. The number you'll want to type while holding
down the Alt key is the number in the column marked "Dec":

Where can we find a Unicode table displaying the characters and the
decimal equivalent??  As you know, the Unicode Characters are natively
translated to hexadecimal.

I'm not clear about what you're looking for, exactly. The second link
I posted has a column of decimal values for unicode characters.
