We are unable to log into the Project Server 2003 Website:
"Project Server was unable to log you on at this time". Please try
again later. (5006)

This problem is caused by DNS resolution, 

I noticed identic problem on PWA server when we changed server's IP
adress, and in host file(c:\WINDOWS\system32\drivers\etc\hosts) was
record which pointed to previous IP adress.
But I think that identic problem can be caused by wrong A record on your DNS server.
