to document the production-related aspects of the business.
The company has few TQM-educated/trained personnel but all of the
members are committed to quality (i.e., certification is a
by-product). The company has limited financial resources.
The company seeks to perfect its TQM program in lockstep with its
growth and prefers to use organic personnel as opposed to consultants.
If the wrong structure is selected from the outset, it may result in
costly and disruptive rework later. If the structure does not lend
itself to ease of maintenance and administration it will impede rather
than promote quality. If the template is too generic it may not be
applicable; conversely if the template is too specific, it may
constrain growth and quality.

of inspection and repair services) has been incorporated into the
generic ISO framework by some government entity, educational
institution or industry/trade organization.

resources are available that will facilitate the *earliest*
certification while maximizing the TQM ?up-training? and culture in
the organization without getting in the way of start-up struggles?
