I'm looking for entries in the Congressional Record for the period
1948-1952, but the official online database
(http://www.gpoaccess.gov/crecord/) goes back only to 1994. Does any
other online database exist, either free or fee-based, that includes
editions from the 40's and 50s?

Unfortunately, the Congressional Record from that time is not available online yet:

"Web access to the full text of the Congressional Record does not pick
up again until 1989."
