I am commissioning the design of an informational website, with the
development of many layers of information.

I have stated all my requirements in writing.

Now I would like to be able to present the webdesigners, with sample
pages of how I want the layout to appear (graphics free, just where
the navigation buttons, menus, content, search button etc will
appear).

Is there any cheap (under $100) program, or free program, which has
built in templates which would enable me to do this quickly? I dont
need a professional job, I am just trying to portray my requirements
from the written format into schematic format, in order to make them
easier to understand.
