Can anyone administer HGH? or does it have to be administered
by a nurse or Doctor if it is injectable? Or is every state
different? How would I find out the regulation of each state?

the office or a clinic to get your injection every day.  Others may
prescribe self-administration, and teach you how to do it yourself. 
The invention of the hgh injection "pen" has made self administration
somewhat less complicated.”

So it appears that self-injection is not illegal in itself, but the
person supplying the HGH can decide whether or not to allow this. 
Obviously, any HGH obtained from online suppliers would have to be
self-administered.  Please note though, as mentioned below, that HGH
is a controlled substance in some states and there are restrictions on
its purchase, even with a prescription.

the use of human growth hormone and on how to obtain it.  According to
information on this site,
 “As long as the prescription is written by a licensed physician, a
person can obtain a prescription in person, on the phone, through the
mail, or online. While seeing a doctor in person is the safest way to
obtain a prescription, other ways are legal.”   The site does mention
that while the purchase of HGH does not violate Federal law, as long
as a prescription is obtained, there are restrictions on purchase in
some states, where it is listed as a controlled substance.  These

After a few hours of serching everything from the FDA's website to
auctual manufacturer's websites it was clear that there are no fact
pages put together.  Most of the websites I found were quite
opinionated in either one way or another.  It appears that to obtain
HGH you need a persciption, but anyone may administer it to
themselves. Here are a few pages with information pertaining to usage.
There are also numerous pages regaurding taking HGH orally.  However
you asked for injection information so I left them out.
