"When the Ninth Annual Conference of SACTU opened in Johannesburg on
28 March 1964 it had to note that:
- its General Secretary, John Gaetsewe, was under 24-hour house arrest;
- its Assistant General Secretary, Phyllis Altman, was banned from
trade union work, and severely restricted;
- its President, Stephen Dlamini, was detained under the 90-day detention law;
- its Vice-President, Viola Hashe, was banned;
- its Assistant General Secretary, Eddie Davoren, appointed to replace
Phyllis Altman, was detained and then deported;
- twenty-six other SACTU activists and trade union officials were
banned from the trade union movement;
- at least forty-one trade union secretaries and officials were
detained under the 90-day law."
