What is the most effective way to clean debris such as roofing
material, steel, aluminium, screen, lumber and various building
material from under and above water in a maze of over 100 miles of
canals and waterways.  What equiptment would be required and how can
you be sure you got everything.   The water depth in the canals is
from 1 foot to 15 feet, low tide shows much debris, but not all.  Is
there GPS equipment made specifically for this, or is that the wrong
way to go about it? How long should it take.  Please spare no details
or reference sites.

I am also looking for an approximate cost of cleanup, or a cost range
depending upon method, number of people, cost of equipment, etc.  I
understand this cost will vary greatly with the method employed,
equipment used, employees, suction cleanup vs crane, etc.  This is a
huge project (but cost is critical), I am looking for a highly
effective method with cost being a factor, but I would like your input
as to what the hard and soft costs should include.  Renting heavy
equipment may be better than purchasing new or used; hiring barge
personnel may be more cost effective then hiring barge and crane
vendors.  But the overall cleanup method used should not only be time
and cost effective, but result in the elimination of most of the
debris.

The canal cleanup is in Florida and includes fresh and saltwater
canals.  The cleanup should be enviromentally clean and suggestions
may include partial use of qualified subcontractors (but this question
is the detailed example of how this could be done).

Costs will vary depending on location.

For example, projects in Iraq might work out more expensive.

Would slave labour be acceptable?
