Hello.  

I'm seeking specific information about how to best acquire
broadcast-quality segments of President Clinton & Bush's speeches,
press conferences, etc. including the cost structure to properly
license them for use in a for-profit documentary.  I have about 70
separate clips in mind, each between 15 and 60 seconds long.

Regarding the cost-element of my question, I believe the content of
these clips is in the public domain, but I?m not sure how to acquire
them through the government, but if so, there's probably some
administrative cost and cost for the actual video.

If the above is certainly and absolutely not available through the
government, then consider the above via private business, the
associated press, C-SPAN, or wherever your insight and experience
leads you.  Cost is a very significant factor, hence the "how to best
acquire" wording of the top paragraph.

If you're looking for 70 specific clips, then we'd need to know what
they are in order to know if we can find a source.

If you want a general source of footage that you can explore, and
identify 70 or so clips for your use, then please let us know that as
well.

Hello.

I intend to search the text from the President's speeches to come-up
with the specific clips.  I am not yet at a point where this list is
complete. My question is really about how to best acquire and license
these video clips in broadcast-quality form for use in the for-profit
documentary.  Is there a central repository or clearing house run by
the government, such as the Library of Congress or National Archives? 
Perhaps there is a private entity such as the AP or C-SPAN.  Since
these are Presidential communications, my thought is that they're kept
as a video record, ideally within the government and accessible via
the Frredom of Information Act.
