I work for a smaller Mortgage Banker in Southern California, and one
thing that we desparately need is the ability to create ratesheets.

The only solutions I have run into cost $10k on up.

It don't think that it can be that difficult or complex.  

I was thinking something along the lines of a Excel Spreadsheet that
can be adjusted daily, and posted to a website for our brokers to
view/print.

It must be able be adjusted on the fly and be posted within minutes of
any market movement.  For instance, maybe we punch in a +0.125%
adjustment in a hidden/non-published cell, that adjustment hits every
single cell that has a rate in it.

For instance, Worksheet 1 has the adjustable cells in it.  WS2, WS3,
WS4, etc have the rate tables in them.

If rates tick up 0.25 for the day, I will be able to enter +0.25 in a
cell on WS1, and it will automatically add 0.25 to every cell that is
in the rate table.  Vice versa if rates swing the other way for the
day.

Requirements need to be very detailed so that I know what I'm doing
and what you require.

If you write down exactly what you need, provide a sample spreadsheet,
then I can work on it.

You're right that this doesn't sound difficult or complex.  In fact,
I'd think that someone reasonably familiar with excel could make
somthing like this for you in a few hours that would then work
forever.  However, you would need to talk to whomever makes the sheet
for you so that you can tell him the formulas and design of the rate
sheet that you want -- so no answer will come back here that you can
use.  I suggest you try to hire someone locally with some excel
expertise to come in for a day, probably at a cost of a few to several
hundred dollars depending on how complex it is, and have it all done
by the end of the day.  Or if you want you can email me (my username,
without the "-ga", at gmail) with some details and I could give you a
quote.
