For this question, the response from both my brother and Cox
Communications (Baton Rouge, La) is: It sets the homepage to
http://batonrouge.cox.net.
Therefore, it will set the Cox homepage for the area you are in.

It does not install toolbars.

It adds a High Speed Internet link to the desktop.
