What condition (s) would cause a person to have a couple green bumps
or lumps and/or spots around the clavical area that when rubbed would
have a foul smell to them? What is the best way to get this diagnosed
and treated? How serious might this be?

He will see an MD. However he currently has no health insurance or a
primary physician. We want more information while we work on getting
him covered medically.

A greenish color and a foul smell could indicate infection. I suggest
a visit to a physician or clinic.

I'm not a doctor, however, a family member has a similar condition
that presents itself on a recurring basis. The lumps look
greenish-greyish. His condition is a subaceous cyst caused by ingrown
hairs or infected hair follicles (which are all over your body. you
may have additional ones in areas you cannot see, i.e. your back or on
your head.).  He describes the stuff that comes out as smelling
"yeast-y". A doctor can draw the stuff out of the cyst with a needle,
and can also prescribe medicines to eliminate or reduce recurrence. 
If they are really bothersome, they can be removed surgically by
removing the infected follicle all together.  Another note: he began
getting these cysts at the same time he was diagnosed with Type II
diabetes. The cysts can be caused by high sugar in your system. Ask
you doctor about a glucose tolerance test and if that's right for you.
