You have another device that is either using the video or the sound,
TV card? or are perhaps running two applications concurrently e.g.
netmeeting and a video capture application. Try running just one
application.

Go to Start --> Run --> msconfig and look for the programs that runs
at start up. May be there are one that are using the cam.
Also use the ctrl+alt+del to access to the task manager and take a
look of the programs that are running before to use the cam, bring us
a list of that programs and then will be more able to help you.
Good luck

I ran to this exact same problem installing a camera and it ended up
being as simple as Yahoo Instant Messenger being installed on the
machine. It apparently tries to use the camera and you more than
likely installed the Yahoo software since it comes packaged with the
Quickcam software. Once I uninstalled the Yahoo software it worked
perfectly. If it isn't yahoo then it is probably something to the
same affect causing this problem. Hope this helps!
