I'm looking for the quietest refrigerator I can find, 18 cu.ft. or
smaller, top or bottom freezer, max $900. Some have 'Quiet Packs' or
'Soft Sound' but do not specify what the decibel rating is so there's
no way to compare them.
Which is the quietest refrigerator?

chislehurst,

I found a fridge for you that is silent, or nearly so.  It has no
compressor.  It is however a bit small:  6 cubic feet with a 1.7 cubic
foot freezer.  it is also more than $900.00

Would this information be satisfactory?

Gas powered. Check out camping / caravan types. Actually you can make
an expansion refrigerator using an electrical heating element but it?s
less efficient so probably not made. Can also base them on the Peltier
effect which would be absolutely quiet but not efficient and I doubt
very much they are available. You could do a search though.
