What is the format and resolutions to create ad banners that work on
ad networks such as doubleclick, or even google adwords.  My ads keep
getting bounced when i save them from Adobe Illustrator at standard ad
sizes.

I save my ads in RGB mode in Adobe Illustrator.

Try going to :File : Save For Web : and save it as a GIF or JPEG this
should do the trick.  Save it as a GIF for a drawing or non-photo and
JPEG for a photo.  These are both file types used primarily by web.
