I am looking to market a small, hand-held device that can be carried
around and can be discreetly pointed at unsuspecting people, like women,
politicians, bank managers and the rest.

A manufacturer in China who can give me a world-wide exclusive and a
strict promise of no counterfeiting would be ideal.

The target cost is US$2 but any less could take your answer into Tip Territory. 

Only an ACCREDITED RESEARCHER of THREE YEARS' STANDING who is also a
NATIVE CHINESE SPEAKER will be acceptable.

Well, heck phooey. I am disqualified on most counts. However, my poor
old feet hurt quite a bit, as if they have been three years standing.

Yeah - that looks like it is susceptible to a generalized version of Goodhart's Law
- which is :
   Any observed (Economic) relationship holds true until it is used as
a basis for policy, and then it breaks down

A bit of training on a lie detector or an MRI scanner, and I'll bet they don't work
